Whether it's something like a canteen or leather gloves, U.S. service members are no strangers to gear that's difficult to use, difficult to store, and difficult to return when you're done with it. .

Another popular suggestion? Various iterations of military issue underwear. This may be an area where the military simply trusts the soldiers to do the work for them.

"Reissued, dirty, used, full of holes, stained cotton longjohns (marine stock from the 90s)," one reader responded on Facebook.

The M4/M4A1 5.56mm carbine is a shoulder-fired, gas-operated, air-cooled, magazine-fed, selective-velocity, collapsible stock light weapon. It is now the standard firearm for most units in the US.

The Army is conducting a two-phase PIP to keep the supply of the M4 carbine strong. Phase I upgrades the military M4 to the Special Forces M4A1, while Phase II explores future improvements to the M4A1 carbine to provide improved reliability, durability, ergonomics and zero recoil.

Upgrading the M4 to the M4A1 has several advantages. Compared to the M4, the M4A1 has full auto capability, a continuous trigger pull, and a slightly heavier barrel. A heavier barrel is more durable and has a greater ability to maintain accuracy and zero while withstanding the heat generated by a larger volume of fire. The new and improved M4A1 will also help with fire control.

Project Manager Soldier Weapons (PM SV) initiated Phase I by modifying its contract to manufacture the M4A1 from the M4. PM SV took delivery of 9,582 new M4A1s to complete the operation. In support, TACOM's Lifecycle Management Command will deliver about 6,000 M4A1 carbines to the 101st Airborne Division through September and plans to send another 3,000 M4A1s to other units in the next few months.

PM SV also held a tender for the production of 24,000 additional M4A1 carbines. The Army awarded the contract to Remington Arms Company in April. The award came under protest and the Army is currently developing several courses of action to comply with the decision of the Office of Public Accountability and Competitive Concerns. After the contract dispute is resolved, other services will also be able to submit M4A1 and M4 orders against the contract.

The primary objective of Phase I is to upgrade existing M4s to the M4A1 configuration. The Army has approved the conversion of all M4s to M4A1 standard, with 300,000 M4s currently being upgraded. The Army will complete the upgrade by purchasing components that support modification work orders (MVOs) deployed by Small Arms Readiness and Evaluation Teams (SARET).

The Army has so far awarded six contracts for MVO kit components. Five of the contracts awarded went to small businesses. The awards reflect success in the Army's strategy to expand opportunities for small arms contractors and strengthen the diversification of the industrial base. PM expects to award the final contract for the SV pipe and valve assembly this summer. SARET is scheduled to begin upgrading M4s in late summer-early 2013 at a rate of up to 8,000 per month.

PM SV ended its Best Value M4 Carbine Bolt and Mount competition in April 2012, although the competition was scheduled to end in the summer of 2013. Over six months of testing and evaluation determined that none of the 11 competing designs met the specified general requirements. in the application. The current M4 bolt and bolt carrier assembly outperforms competing designs in the areas of reliability, durability and high/low temperature tests. Ending the competition early saved the Army nearly $2 million.

However, the end of the Bolt competition does not affect the search for a better front rail assembly. PM SV completed sample bid evaluation for the front rail assembly competition in early August. The Army may award contracts to three finalists in early 2013, with the final winner selected in early 2014. If the Army decides to purchase the winning rail system, delivery of the new rails is expected in the summer of 2014.

The M4 PIP is another step in the Army's long history of continuous improvement in weapons. The Army has already developed more than 90 performance "engineering change proposals" since the introduction of the M4 carbine. Improvements were made to the trigger, recoil spring, buffer, barrel chamber, magazine and breech, as well as ergonomic changes so soldiers could customize the system to meet their needs. Today's M4 carbine is completely different from its predecessors, and tomorrow's M4A1 will be further improved to provide soldiers with an even more effective and reliable weapon system.
